-Not at all! Because your mother is the Immediate Relative of a US citizen (you), your sister cannot immigrate into US with her as her derivative. You can file another I-130 for your sister if you want to.

2.还是等母亲绿卡成功后，再给她申请F2。F2A和F2B排期相差7年，现在申请F2A面试超龄了是否还有效
-Your sister probably will be age-out as F2A at that time when the priority date is current, but the F2A I-130 can be changed to F2B. So, it is OK to file I-130 by your mother after she gets the green card.
