我哥嫂户口东北，但他们最近几个月在上海带外孙女，我想约他们来美国旅游，请问需要回沈阳鉴证还是可以在上海鉴证?

签证通过率有区别吗？
-Techncailly, it Should be the same, but different VO may have different decision.
