如果我申请h1b, 给我女儿申请h4，对于我女儿来说，谁是petitioner,是我还是我雇主，如果是我雇主，是不是雇主要付我女儿的申请费，regulation是这么规定的吗？我担心雇主不愿意。谢谢了！
-Your employer is the petitioner who is irrelevant to your spouse and kid. So, the employer has no responsibility to pay the H-4 fee for your child H-4 application. Your child H-4 application is based on your H-1 status/application.
