但是 I-1797C 说 “please resubmit the application/pettion package with the appropriate fees to the address listed on the bottom of this page".  在 "bottem of this page" 只列了上述地址里的第一个。

这是不是意味着， 我只能用 regular USPS mail 邮寄到 PO Box 805887 的地址。 不能用快件邮寄了？

-Correct. But you can use registered mail so that you can track it, not Express Mail.
