领养手续是通过County Court 办理的，且加州政府还给颁发了Birth Certificate. 移民官说我们的I-130申请被拒的理由是我们Violate Hague Convention--the International Adoption Treaty. 我搞不懂为什么。 我们已递交了Appeal Letter， 移民局也已收到，我们正在等待回音。不知道结果会如何。我们该怎么办？诸位网友有何高见，请赐教！多谢
-Because the adopting parent has been a US citizen when adopting the child, and China and US are the Hague Convention countries, the adoption has to follow the Hague Convention Adoption rule. The adoption has to be completed based on both Chinese adoption law and US adoption law, following certain processes. The procedure is somewhat completed, so had better hire an immigration lawyer.

The previous adoption through the US local court will not be accepted by USCIS for the immigration benefit.
