侄女11岁时也就是三年前B-1来美探亲后被已是美国公民的姑姑收养了下来，I-130却遭拒，郁闷！

领养手续是通过County Court 办理的，且加州政府还给颁发了Birth Certificate. 移民官说我们的I-130申请被拒的理由是我们Violate Hague Convention--the International Adoption Treaty. 我搞不懂为什么。 我们已递交了Appeal Letter， 移民局也已收到，我们正在等待回音。不知道结果会如何。我们该怎么办？诸位网友有何高见，请赐教！多谢！
