Any employers must attest to the following to be qualified for PERM filing (EB-2/EB-3):
1. This is a bona fide (good faith) job offer.
2. The job offer meets prevailing job wage minimum requirements.
3. The offered working conditions and environment do not adversely affect those of U.S. workers.
4. There is not qualified U.S. worker available to fill the position.
