1）就是说485递交必需是在豁免之后？
-Correct and the PD also has to be current after J-1 waive.

2）看大家都是j1 转了h1 or o1 后才递交绿卡申请，很少见 在 j1 身份下递交绿卡申请的， 是不是对于同一个人来说 j1 申请绿卡容易被拒？
-You only can file I-140 without J-1 waive. People normally don't file I-140 before waive because if you do it, you can not extend J-1 within US and can not get the J-1 visa when you visit China due to immigration intent.
