It says 2 years home stay P.R.China/Japan

I am really confused here. Some people told me that I can stay in Japan for my 2 years homestay. Now, I have completed my 2 years homestay in Japan and come to US.

US immigration lawyer told me that I need waiver from China government.

I am totally totally confused now!
