It does not say that $1800 for LC $1800 for I140 & I-485. He can say that the fee is $3600 and you have a payment schedule with him, first pay $1800, then pay $1800 after you get LC. Now you break the contract, he has the right to ask for another $1800 since your contract does not itemize the cost.
