Because he refused to mention people from outside, I had to say two big names as possible recommenders. My advisors replid that these two people are "too busy to be bothered" and said her can ask my committee prof-s for help. But I repeatedly told him that I need outseide letters.

So it seems that I have to look for people from outside by myself. it MIGHT be possible that I contact some editors to whom I submitted papers. But for governmental and orgnizational big names, I simply have no single connection of any kind, as you mentioned.

If anyone who has similar experience or strategies, I would be grateful if you caould share it with me. 3x.
