Can you please comment on the quickest way to get GF/wife who is in China to USA for a green card holder?

I know normally it may take about 3 years for her to obtain a green card in China to enter USA. It is far too long a separation.

I also heard some time ago that some States were trying a new policy that allowed the green card holders' spouses to wait for their green card applications in USA. Anyone can confirm this?
