J1 waiver 紧急求助(版主或有经验者请进)

我02年来美国，J1，现在办理J1 waiver，Dept of State 网上已经看到Letter of Recommendation（Favorable） was Sent。但我没收到Dept of State任何信件，反而收到了Dept of Homeland Security的一封信，说是我的J1 waiver 申请收到了。现在我想知道的是，到底是谁在负责J1 waiver？该收到什么信件才能确认被Approved？时间比较紧张，要换H1多谢了。
