Apply H1 at BeijingUS embassy

My h1 just got approved and my status is family based AOS, I want to reenter US and change to H1 status. Is the possibility of being rejected by US embassy in Beijing big? Will they do background for me? (my job area is finance) If i get rejected, can I reapply soon? How many times can I reapply?
