Inspect the I-797, read it. If it says consulate notification and without an I-94, you must re-enter with H1 visa stamp in order to get H1 I-94 at entry and start H1 status. Without re-entry to get that new H1 I-94, you will not be in H1 status and thus no work authorization either.
