The date you posted is just processing time for 130 approval which is different from the time needed before she can submit 485.

After submitting her 485, she may still need to wait another year before her 485 can be approved, but at least she wouldn't have to worry then. Until she can file 485, she has to maintain her non-immigrant status. Filing 130 by iteself confers her nothing.
