I may not return China this time. I want to get rid of the 2-yrs burden.

Do you mean that USCIS will continue to approve my waiver even I leave? My leaving and end of the J1 program do not affect the waiver result in USCIS? In other word, that I can go ahead to leave USA and the USCIS's approval will mail to my current address later.
