then she may be able to wait legally in the US. There is of course always a chance that INS won't approve the transfer, then she will have to leave.

She waited too long. Should have thought about her status before OPT runs out. She can also choose to go to Canada or mexico to get a F2 visa rather than waiting in the US, it will be faster that way, but if it is denied, she can't come back either.
