I140FRE---please help

How to answer this?

"The petitioner has not adequately demonstrated that an employer's pursuit of a labor certification on his/her behalf would adversely impact the United States."

They already admit my research is within an area of substantial intrinsic merit and is national in scope. But didn't pass the third creteria as stabed above. Any suggestions? Thanks.
