What is your country of citizenship? Are your parent in US on valid E-1 now? And are you over 18 now?
Because you are (were) on E-1 visa , you are not PRC-mainland citizen. E1 能延期 if it were still valid (but you can't because it has expired) If your passport is from Canada, HK, Taiwan, etc.. you should go back to US consulate in home country (Canadian E/K/V visa seekers also need to go to the consulate) and the visa issurance there is quite easy if you did not violate your status and are under 18, no panalty for you.
