You should be able to get 3rd letter within 1 month if no background check. For me, I just got my 3rd letter a few days before they change the online status.

I applied in last May too, however I'm lucky that I just got my landing paper.

Application: May 2004
1st letter: June 2004
2nd letter: Jan 2005, interview waived
Medical: Feb 2005
FBI: March 2005
3rd letter: April 2005
Landing Paper: today
