You are right about only 1 thing, techinically, it is not allowed, but in reality, many do come back with their old I-94 and I-20 or H1b approval notices. They take advantage of what is called automatic revalidation, which allows F/H visa holders to come back to the US if they are visiting canada or mexico for under 30 days even after their original entry visa is expired.
