how to submit I-94?

i'm going to leave USA tomorrow: Memphis -> Chicago -> Shanghai

1)where should i submit my I-94 card, Memphis or Chicago?
2)Whom should i submit my I-94 form, the airplane company, or Immigration officer (wher is he)?
