Of course you can adopt, it's none of US immigration's business.
BUT, only when you want the adoptee to get GC through adoption, you now must meet USCIS strict requirements. If adoption not through INS recognized agencies (that is, adopt an orphan Chinese agency assigns to you, not just any child you pick) , you must live 2 years with the child first before you are eligible to sponsor him/her.
