NIW recommendation letter form

I am writing drafts for my referees. I got some sample letters. Some are written in the format directly addresses the three criteria set by UCCIS. Others focus on the applicant’s previous achievements (impact on the field…) and have few about the current projects.

Which format is better? Usually what are the format(structure) of the recommendation letters you submitted?
