? about Immigration to Canada

I have a question about fee payment in Immigration to Canada.

From the website, I got the following information:

Processing Fees
Permanent Resident US$
Principal Applicant - Independent Federal Skilled Worker $465
Spouse, Common-law or Conjugal partner $465
Each Dependent 22 years or older $465
Each Dependent under 22 years $130
Principal Applicant-Business $885
Travel Document (Permanent Resident Abroad) $42

How about the last one, "Travel Document (Permanent Resident Abroad) $42",
Should I pay for this?

By the way, my family will apply for the "federal skilled worker."
