INS stamped all three AP ???

My hu*****and returned US from Canada yesterday, the border INS officer stamped all his 3 AP paper. He was issued a new I-94 and another entrance stamp on his passport. Is it correct? What happens if he trys to enter US again using the same 3 stamped AP again?
