J-1: IGA Waiver

I submitted IGA waiver via DHHS. From DOS online status, I can see following:

"IGA Application Cover Letter Requested Feb. 12, 2004"

Accordingly my boss composed a cover letter this April and sent it to DOS.
Now my online status shows:

"Support Letter Received Apr. 25, 2005"

But that IGA Application Cover Letter Request is still there.

Ask: anyone has similar experience? What kind of cover letter DOS requires and from whom?
