upgrade 20k必须要用Premium吗？

按照pdf文件upgrade的第4条要求：
(4) if premium processing was not already requested, the “upgrade” must include Form I-907 and the $1,000 fee.
是不是upgrade from 2006 quote back to 2005 20k quote的都必须Premium?谢谢
