Question about I485 name check

I filed I-485 in June 2003 based on approved I140 (NIW) at VSC.
My first Fingerprint was done in Nov. 2004 but I-485 is still pending now.
Last month I called USCIS to inquire my case status and got a letter which says " Processing of your application has been delayed due to lack of manpower
to complete the routine security checks in a timely manner.
we have no control over how long this checks will take."

Did any of you get this kind of letters from USCIS?
Does this mean my case is stuck with the FBI for name check?
