I have been holding I485 pending status at Texas Center ever since May of 2002. How come it is so long?

I don't have other status. Right now I want to apply for H-1 to be safe with my status. Do I need to apply in China or I can apply it here? While my H-1 is pending in China, can I come back by advnce parole or I need to wait till my H-1 is approved? Thanks.
