It's absolutely normal.

This is the point I made long ago regarding automatic visa revalidation. The officer has the the rights to refuse your entrance. However, luckily you got through. Hope you keep your photocopy of your first I94 for your records. Don't worry about the stamp. He just forgot it. Not a problem.
