H4 is not allowed to work in USA, so don't worry.
besides, the visa they will give you is no matter with how long you want to stay but will be exact same as your wife's visa date.
just tell them you want to see your wife, have some trips here, and a good chance for you to hear some talks if you are from an academic place in china.
and you are NOT 陪读! and i don't think VO will care what you will do here.
