But there's one website said J can change to other status even he or she was subject to the 212(e) and without a waiver, only 3 kinds of visa can not change to. Of course the J holder will still be subject to the 212(e) after the other visa status finished.

And I also check the website of China embassy, it is said:

六、持J-1签证来美后已经转为其它签证的人员可否申请豁免？
答：持J-1签证来美后已经转为其它签证者，过去曾持J-1签证来美、后又持其它签证来美者，如其它条件符合办法的规定，所持签证仍然有效，可以申请豁免。

So I believe, after change to F1 visa, if your F1 visa is qualified with the requirement, you still can apply for waiver.
