You have options.
1. If you've applied LC over 1 year, you can extend the H1B for the 7th year. Then H4 will automatically extended.
2. If you've got the LC, apply I140&I485 concurrently. You can either extend your H1B or EAD&advance parole.
3. Worst case, you can apply F1 in hte US. ( I didn't see this necessaty).

You should act quick since the processing time varies in different service center.
