02年11月WashDC劳工卡申请，没有回执，没有45天信?

I sent in my application Nov. 2002 in Washington DC for LC RIR. But has not receive any receipt. My lawyer said he sent in by certified mail and there is no receipt. Is your case the same?

I have not receive the 45 day letter. It must be in PA backlog center. Any one in the similar boat?
