easy way is changing to F2 or to H4. if you can not do this way .maybe can file B2 application .during the case pending time you can stay in USA legally.usually this kind of case will take 3 to 5 month . if the case is still pending on OCT 1st and your H1-b have been approved .then you will be fine .but if the case is processed before Oct1st.then I don not know .because the B2 application may be denied ,then you have to come back to china.If you have to do this way.you'd better to consult a laywer because I don not know if a F1 can change to B2 without leaving the USA.
