Dose this mean It is approved?

Current Status:

On April 18, 2005, after approving your application, we ordered you a new card. Your card will be mailed to you as soon as it is ready.

This is case status online of I-485 for a kid who is under 14. He just took FP, (code2) 2 weeks ago. But how come they will mail us a new card instead of stamping on the passport? Is this a new policy? Please help me! Thanks a lot!
