If the advisor (head of dissertation committe) objects to your hu*****and's PhD, your hu*****and can't get it. The way for him to get PhD is 1. change advisor and the committe, or 2. transfer to another program or school.

Neither you nor the university can compel the advisor to grant his approval if the advisor has made a decision not to. You have to change advisor or change school.
