To Immicana, 2nd letter?

In my 2nd letter, i was not asked to update FBI crime certificate.
Is it normal or mistake by the immigration office?
Actually my FBI has expired on this April,So what should I do? Do FBI directly
or wait until asked to do it.

Timeline:
2004/6 apply
2004/8 1st letter
2005/4 2nd letter
