申请加拿大签证问题?

本人准备到加拿大去旅游一堂,听说要申请加拿大签证.我看了一下申请加拿大签证的说明(IMM 5256E Applying for a temporary resident visa outside Canada, visiting canada),第11页提到: Note: If you are from the U.S.A, Greenland, ..., you can apply at a Canadian Port of Entry", 这是不是说我可以在入加拿大关时申请签证??多谢!!!
