H-1 visa from shanghai

My sister got hired by a US company, she is in shanghai and has never been to US before. What is the chance that her H-1 visa would be approved by the consulate in shanghai? She also has a daughter that is 16. What is the chance of getting the H-4 for her? The employment starting date is Oct 1. What is the earliest date that she can enter US? Will August be too early? Thanks.
