加拿大timeline and questions...

2004年3月底，sent application，
2004年4月底，1st letter，
2004年12月初，2nd letter，
2004年12月中，sent medical exam result，
2005年2月中，sent FBI report，
2005年4月初，3rd letter.
我的问题与此timeline无关，只是给这里像我一样曾经关注timeline的同道朋友一个参考例子。

我准备开车从buffalo登陆加拿大（J1拿不到waiver，是真正移民）。我的父亲已经签好了到美国来的探亲签证，他想到美国和我团聚后陪我一起登陆，然后从加拿大回国。我的问题是：
1、他需要提前申请加拿大的签证吗？还是在Port of Entry过一下境即可？
2、如果需要提前申请，要提前很多天申请还是在buffalo或new york show in person当天就可以拿到？
还望有过同样经历的朋友给出准确信息，我父亲非常希望能陪我们成行。
