I am sorry to hear that. But keep trying.
以前延长也是它们移民局批准的。But you have to know, visa officers are not from INS, they are from DOS (department of States). They follow their rules. INS only care about if your reason to exten your status is good enough or not. VOs will care about if you keep your promise or not. But try again. Things might change.
