NIW 140 approved.I485 question

今天收到140 批准通知。vsc center. Nov. 10, 2004 sent application. 现在准备申请485。批准信上有一段话，和大家平时说的485仍在同一中心有一些不同，所以上来问一下，请相同情况或知道者告之。Below is from the approval notice:

The above petition has been approved. ....... He or she should contact the local INS office to obtain form I-485, application for permanent residence. A copy of this notice should be submitted with the application, with appropriate fee, to this service center.

这里的"this service center" 是不是指local INS 啊，如果是请问在哪里找到local INS的邮寄地址，还有一般情况下，local INS 的处理速度比中心速度快还是慢呢。

另外还有一个485表费用问题。我仿佛记得在哪里看过说485表 instruction上列的fee不对，请问485 现在fee到底是多少?
