Birth Certificate, Urgently

The IIO didn't accept our Noterized Birth Certificate from Beijing Notary Office during I-485 interview. She thought my son's brith certificate from the delivering hospital is correct and our notarized are not! Did anyone know the US regulation regarding Chinese Nortary of Birth Certificate? or Did that happen to anyone during I-485 petition?
