OPT

I have a question regarding the OPT. I got my Master's last August and I continue towards the PhD. Now there is a funding problem and I may have to withdraw from the program. I was wondering if I am still eligible for applying for the OPT associated with my Master's. Or can I apply for the OPT associated with the PhD, even I haven't finished it yet? Thank you for your solutions.
