Help on an old topic: F1->H4

LP's OPT will expire this July. Want to Apply H4 from F1.
Do I need to hire the lawyer to do this?
Where can I know the detailed application procedure? What forms are needed? How will it take?
Anyway, some stupid questions. Any help is appreciated !!!
