BTW: I have read the I-131 filing Instruction, still confused.

Read the top in the I-131 instruction, you see 16 bullet points, if your category is among them, file it to Chicago, if not , service center.
For example, bullet point 1, if your basis is immediate family of a US citizen, you should send 131 to Chicago.
