I-140 denied, reason weird

I am about to submitt the I485 this morning but turn out to find that my I140 was denied. The reason listing in the letter is that the postdoc research associate (H1B) is not a permanent position. However, I knew a lot of previous postdoc in our campus successfully get greencard. Did INS change policy or not? What should I do? Should I appeal? Does anyone else has the same experience. I am so disappointing.
